Jordan Unveils Strategic Roadmap for Chemical and Cosmetics Industries

The Ministry of Industry, Trade and Supply announced the launch of three sectoral strategies for 2027–2029 in early October 2024. Among these initiatives, the National Strategy for the Chemical Industries and Cosmetics Sector outlines specific development goals for the period from 2027 to 2029. These plans aim to guide the expansion of the industrial sector in Jordan over the designated three-year timeframe. The Ministry developed these policies to support long-term production objectives.

Boosting Operational Efficiency Targets

The Efficiency program targets a reduction in energy costs of more than 15 percent by 2029 for the chemical and cosmetics industries. This initiative serves as a primary component of the Jordan Chamber of Industry operational adjustments.

Managers of the program also expect to increase worker productivity by around 20 percent by 2029. These performance benchmarks form the core of the newly established industrial development framework. Both goals remain set for completion by the end of the 2029 calendar year to align with the wider National Strategy for the Chemical Industries and Cosmetics Sector.

Enhancing Product Value and Integration

The 'High Value' program seeks to increase the share of high-value products from approximately 15 percent to more than 25 percent of sector sales. Officials intend for this transition to shift the composition of industrial output toward specialized chemical and cosmetic goods. By focusing on these specific product categories, the initiative aims to alter the current sales distribution within the domestic market.

The 'Integration' program aims to increase the share of local content to more than 15 percent. This objective focuses on deepening the reliance of the chemical and cosmetics industries on domestic inputs and raw materials. Producers will work to incorporate a higher percentage of locally sourced components into their manufacturing cycles to meet this new threshold.

The 'Market Access' program aims to raise the value of sector exports to more than JD2 billion by 2029. This target serves as a benchmark for the expansion of international trade activities for Jordanian manufacturers. Achieving this export volume involves expanding the reach of chemical and cosmetic products in foreign markets over the next three years. These three initiatives operate in tandem to adjust the production and distribution standards for companies under the National Strategy for the Chemical Industries and Cosmetics Sector. Each program establishes specific performance indicators that the Ministry of Industry, Trade and Supply monitors to ensure the industries meet the projected growth targets by the end of 2029.
