The Ministry of Industry and Trade launched three sectoral strategies on 26 October 2026 to guide industrial growth in Jordan. These frameworks cover the engineering, food, and chemical and cosmetics industries for the 2027–2029 period. As part of this initiative, the National Strategy for the Food Industries Sector outlines specific objectives for the industry between 2027 and 2029. Officials designed these plans to provide a structured approach for manufacturers operating within these three key segments. By establishing these timelines, the government intends to align the development of the food sector with broader national industrial goals. These strategies remain active for the three-year duration to support production and trade targets.

Export and Production Targets

The National Strategy for the Food Industries Sector sets a target for food exports to reach JD1.232 billion in 2027. Projections within the strategy indicate that these exports are expected to grow to JD1.61 billion by 2029.

Beyond export figures, the plan focuses on the total economic contribution of the sector. Officials aim to increase the industry's value added to a range of JD2.2 billion to JD2.4 billion by 2029. Annual production goals are also identified for the same period. The government intends to raise the total annual production value of the food sector to between JD5.5 billion and JD5.8 billion by 2029. These targets represent the primary benchmarks for the food industry during the three-year implementation window.

Innovation and Value Addition

The National Strategy for the Food Industries Sector mandates an increase in the share of high-value-added products to between 32% and 35% of total production by 2029. This target represents an expansion from the 25% baseline established prior to the initiative. Regarding international trade, the strategy sets a goal for high-value-added goods to comprise between 45% and 50% of total exports by 2029.

Digital transformation remains a primary component of the plan for industrial modernization. The strategy aims to increase the share of establishments using digital operating and management systems to between 50% and 60% by 2029. This objective addresses a current deficiency, as less than 20% of facilities utilized such systems at the baseline. These metrics serve as the primary indicators for tracking the adoption of advanced management practices and the diversification of product portfolios across the Jordanian food industry throughout the three-year implementation period.

Long Term Strategic Outlook

Jordanian authorities have established specific objectives for the food industry extending through 2033 to build upon the initial three-year industrial strategy. The government aims to raise total food exports to between JD2 billion and JD2.2 billion by the end of this period.

Product diversification remains a core component of this extended timeline. Officials intend to increase the share of high-value-added products to between 40% and 45% of total production by 2033. This target reflects a continued focus on shifting the sector toward more processed and specialized goods to improve international competitiveness.

Digital integration within the manufacturing landscape is also a priority for the next decade. The strategy mandates raising the percentage of establishments utilizing digital operating and management systems to more than 80% by 2033. These long-term benchmarks provide a trajectory for the sector beyond the initial 2029 targets, centering on export volume, product complexity, and the adoption of modern technological infrastructure across domestic facilities.
